The official wording from the London Councils PCN contravention code list (v7.0, effective 31 May 2022), the list used by enforcement authorities in England and Wales.
The penalty level is the statutory higher/lower differential that attaches to the contravention — not the amount, which varies by authority. Why PCN amounts differ.
